As far as I know, there’s nothing and no one holding ministers and laypeople back.
If there are barriers, I’d be curious to know.

It should be noted that in Section 2. of that blog post Rev. Tom Schade writes -
"If our present congregations were interested in and capable of such missional work, we wouldn't be having this conversation."
